The Healthy Caregiver Community Foundation

The Healthy Caregiver Community Foundation, (The Foundation), is a Community Outreach, Education and Advocacy Organization. Our core mission is "Building Better Communities." We work to achieve our mission by improving the quality of life in all communities.

The Healthy Caregiver Community Foundation is changing lives in underserved communities through our work as Public Health Educator, Community Affairs Experts and Government Public Affairs Contractors. The Foundation's unique expertise in building bridges into diverse communities and serving ever-expanding populations has earned The Foundation its honored distinction as "America's Partner in Community Outreach and Education."

The Healthy Caregiver Community Foundation is a 501(c)(3) nonprofit organization located in Philadelphia, Pennsylvania with satellite operations in the Washington, D.C. Metropolitan Area.




The President & Editor-In-Chief


Deborah Harmon-Pugh was appointed as President and Editor-In-Chief of The Healthy Caregiver Community Foundation in September 2000. She is a former corporate executive; a successful small business owner; and an award winning Public Policy Advocate for women and minority owned businesses.

As President & Editor-In-Chief, Deborah leads The Foundation's Government Relations, Community and Public Affairs national initiatives. She served as Chair of The Healthy Caregiver's "Family Caregivers Summit & Conference Tour" for five years.

Deborah is Past President of the National Association of Women Business Owners, (NAWBO), for the Greater Philadelphia Chapter of NAWBO. She served two terms as Chapter President and completed her presidency in June 2000. She was recognized for growing the most culturally diverse member roster in the Chapter's history and expanding the member roster to include many of the region's largest non-traditionally women owned businesses.

In July 2005, Deborah was appointed Director of the State Health Insurance Assistance Program, (SHIP/APPRISE), for the City of Philadelphia through the Mayor's Commission on Aging. For nearly five years, she lead the outreach, education and enrollment campaign for the New Medicare Modernization Act of 2005 - also known as The New Medicare Prescription Drug Program - for the City of Philadelphia.

In partnership with the U.S. Department of Labor Women's Bureau, Region III, and the City of Philadelphia Department of Commerce, Deborah served as Regional Project Manager and Moderator of the 2009 Regional Small Business Summit for the Greater Philadelphia Region under the American Recovery and Reinvestment Act of 2009.

Deborah remains engaged in Public Policy, Advocacy and Research on cutting edge women's issues. In 2010 she was appointed as the National Chair of The“Women Veterans ROCK!” Rally & Advocacy Campaign. She is now leading The Foundation's Veterans Research Consortium in tracking the unique series of issues and trends challenging America's NEWEST Women Veterans as they transition from military service back into civilian life.

Deborah Harmon-Pugh is a Constitutional Law Professor at Chestnut Hill College of Philadelphia. She is also the recipient of many business, trade, government and community awards. They include:
